Circuit Court of Cook County, Illinois (reported remanded from the U.S. District Court for the Northern District of Illinois), 2025L007524 (Cook County); 1:25-cv-11374 and 1:25-cv-11394 (N.D. Ill., consolidated)
Remanded
Removed to federal court on Sept. 19, 2025 and consolidated before Judge Manish S. Shah; litigation trackers report it was later remanded to Cook County. The remand order was not reviewed.
The question
Whether a third party can use Illinois' gambling-loss recovery law to recover money lost on sports event contracts offered through CFTC-registered exchanges and brokers.
Illinois Gambling Recovery LLC sued Kalshi entities, Susquehanna, Robinhood and Webull in Cook County in 2025 to recover gambling losses tied to sports event contracts. The defendants removed it to federal court in Chicago on Sept. 19, 2025, where the judge questioned federal jurisdiction and two related removals were consolidated. Trackers report the case has since been sent back to Cook County. The plaintiff's claims are allegations.
