Prediction market law in Hawaii
No public action found
Hawaii has taken no enforcement action on prediction markets; a 2026 bill to treat them as gambling failed.
No cease-and-desist letter or state lawsuit from Hawaii was found. HB 2198, which would have added certain prediction markets to the state's definition of gambling, did not pass in 2026. Hawaii's attorney general has joined multistate filings defending state authority over sports event contracts, and a private class action against Kalshi was filed in October 2026.
