Operator v. state

Robinhood Derivatives, LLC v. Campbell

U.S. District Court for the District of Massachusetts, 1:25-cv-12578

Dismissed

On March 13, 2026 Judge Richard G. Stearns denied a renewed PI and dismissed the case because Robinhood had stopped offering sports contracts through ForecastEx; Robinhood appealed (1st Cir. No. 26-1257).

The question

Whether the Commodity Exchange Act preempts Massachusetts gambling or sports-wagering law as applied to event contracts listed on a CFTC-designated contract market.

Robinhood's derivatives arm sued after Massachusetts acted against Kalshi. The court first dismissed the case as unripe, reopened it on reconsideration, and then dismissed it again once Robinhood ceased the sports contracts at issue.
